DVA Annual Membership Meeting Minutes June 23, 2024 (DRAFT)

President, Todd Johnson called the meeting to order at 1:30 PM, at the home of Bill Granville, 17947 Deschutes Dr SE, Yelm, WA 98597. Board members present included: President Todd Johnson, Secretary Holly Wilson Board Members Tom Zweiger and James Bernard
A quorum was present with 18 voting owners and 5 votes by proxy.
Secretary Report
Minutes from the June 25, 2023 Annual Membership Meeting were provided by mail. A motion was made and seconded to accept the minutes. A vote finalized the minutes.
Treasurer Report
Holly Wilson presented the budget showing balances in the general and reserve accounts. As of 5/31/2024 there are no past due owner balances. A motion was made and seconded to approve the budget. A vote finalized the budget. An additional vote finalized the treasurers report as read.
Old Business
Kurt Wilson provided an update on road maintenance. Nothing major affected the roads over the last year. Potholes were filled and additional gravel was applied. Ken Shandrow and Kurt continue to maintain the road as needed.

​The entry gate was damaged by a PSE employee in February. PSE insurance covered the repairs. A new control arm and batteries were installed as additional maintenance during the repair process. A new device was installed on the right side of the road when exiting the community, if a vehicle slowly approaches the fence post painted orange, the gate will automatically open.
Discussions were held regarding the revised bylaws. Jacki Wanke was concerned about that addition to the CCRs regarding the speed limit in the community. Tom Zweiger and Todd Johnson assured the community that any complaints of speed will be well investigated before issuing any violations. Bill Grandville asked that service/maintenance companies be added to the list of allowable persons to be given the gate code. A motion was made and seconded to approve the change. A vote finalized the amended bylaws.
New Business
James Bernard mentioned research has been done to see if a different form of garbage collection would benefit the community. Large dumpsters to replace the existing cans would not work near the gate due to private property issues and problems with garbage truck access to the location. This will be tabled for now until more research is done.
Todd Johnson announced that there were four board positions to be filled. Two for expiring terms for Tom Zweiger and Holly Wilson and two for resigned positions by Terry Carpenter and Joe Reed. Votes were taken and passed to accept Tom Zweiger, Holly Wilson, Ken Shandrow, and Roger Snider as the new the new board members.
A motion was made and seconded to adjourn the meeting at 2:45pm.
